CHUNGU NA TAMU YA KURA YA SIRI KWENYE BUNGE LA KATIBA



Kumekuwa na mvutano usio na tija katika bunge letu juu ya kura ipi ipigwe kupitisha ibara za rasimu ya katiba. Nimefuatilia mvutano huo tangu ulipoanza ambapo kura ya wazi inaungwa mkono kwa kiasi kikubwa na wabunge wa vyama  vya upinzani na kura ya siri inapigiwa chapuo na chama tawala.
Ukweli ni kuwa wapinzani  wanataka kura siri wakidhani kila mtu atakuwa huru kupigia analotaka. Ni hisia kuwa kuna demokrasia kubwa katika kura ya siri. Wapinzani wanaamini kuwa kura ya siri itawafanya wale wajumbe wasio na msimamo watashindwa kufuata mkumbo na kwa namna hiyo watapata katiba iliyotoka katika mioyo ya watu.
Ni hisia nzuri japo si uhalisia.
Ukweli wa pili ni kuwa CCM na wanaounga kura ya wazi wana sababu ya kwanza ni maslahi ya chama wanaamini kuwa kura ya wazi itasaidia kuwasomba kirahisi wajumbe wasio na msimamo na kwa namna hiyo itakuwa rahisi kupitisha maazimio yenye mlengo wa kwao. Pili ni ile hoja wanayoisimamia kwamba kwa kuwa KUUNDA KATIBA MPYA NI JAMBO ZITO LITAKALOCHUKUA MIAKA 50 ZAIDI BASI NI MUHIMU KILA MTANZANIA AKAJUA MJUMBE WAKE AMEAMUA NINI JUU YA KATIBA… ikiwa amewasilisha alilomtuma au la.
Ukweli wa tatu ni Siasa za nchi yetu, siasa kwa sasa imegubikwa na UONGO, UNAFIKI NA UBINAFSI kwa lugha moja mwenyewe huita UZANDIKI. Ni siasa ambazo mtu hutamka asilolitenda mwonekano wake ni tofauti na alivyo, ni vigeugeu, analolisema leo kesho analipinga ili tu maslahi yake yalindwe. Kwa mfano yupo mwanasiasa mmoja aliwahi nukuliwa akisema anahama CCM na kuja kurudi CCM ni sawa na kulala na mama yake… ajabu kweli kujitusi yeye na mamaye kwa ajili ya maslahi yake binafsi ya kisiasa ili wanaCUF wampokee vizuri lakini hatimaye alihama tena CUF na kurudi CCM… sina hakika anamtazamaje mamaye.
Binafsi ningependa kura ya siri ili wenye kuwaridhisha wanaotaka demokrasia lakini kwa unafiki wa wanasiasa wengi NAUNGA MKONO KURA YA WAZI naunga mkono kwa sababu
1.      Nataka kubaini wajumbe wangu watasema nini bungeni kwa sababu pamoja na utashi wao lkn tumewatuma kutuwakilisha, ni mashaka kuwa wapo watakaopitisha mambo yao binafsi ambayo hatukuwatuma. Kwa sababu watakuwa huru, hur kufanya lolote hata lililo kinyume.
2.      Kura ya siri si kwamba itawasaidia wabunge wasio na msimamo bali inaweza kuwasaidia KUTOPIGA KABISA wakati kwenye uwazi wataona aibu kutopiga kabisa.
3.      Nchi yetu haitakuwa mwasisi wa kura ya wazi UN wenyewe ambao ndio baba wakusimamia demokrasia mambo yao mengi hata ya baraza la usalama hupigwa hupitishwa kwa kura ya wazi. Mfano ni maazimio tata juu ya mashariki ya kati ambapo wakati mwingine Marekani amejikuta akiwa na kura yap eke yake kupinga maazimio fulani juu ya mshirika wake Israeli.
4.      Suala la katiba ni alama muhimu ya ushujaa, kuunda katika wakati wa amani ningependa mashujaa wajulikane, misimamo yao iwe wazi na dunia nzima ijue. Isiwe misimamo yam domo majukwaani watuambia wanaunga mkono muundo wa serikali tatu huku mioyoni wao wamejaza serikali moja.
5.      Kwa tafsiri yangu ushujaa ni kushinda magumu ambapo moja wapo ni kuwa tayari kwenda kinyume na maazimio ya chama chako kwa uwazi ili kuthibitisha utashi wke na kwamba hashurutishwi katika maamuzi.
6.      Kwamba naunga mkono kura ya wazi kama adhabu kwa wanafiki waliozoea kuzungumza wasilotenda na kutenda wasilozungumza umma wote ujuye atalopitisha katika katiba itakayodumu miaka 50 ijayo au zaidi.
7. Kama kura zitakavyotumika katika maamuzi basi hata kuamua suala la kura ipi itumike lingekuwa la utashi wa mtu na si chama chake. Hofu yangu ni kuwa suala hili linaendeshwa kishabiki tu na si kwa dhamira za dhati za ndani ya wajumbe. Kila mtu ajifunze na ajenge hoja kwanini anataka kura ya aina fulani. Mimi nimechambua na kubaini tamu ya kura ya wazi na chungu ya kura ya siri.

Starting a Secretarial Service Office

Secretaries are in high demand. Therefore, starting a secretarial service should be a financially sound move. The nice thing about this is you can do it from the comfort of your home. Following the steps below should help you profit from your secretarial service.

Instructions 

1.  Decide what type of services you want to offer--typing, mail service, bookkeeping and accounting, desktop publishing and word processing. These are only a selection of the services you could offer--see Resources for a link that shows more services.

2.  Order the equipment you will need--computers, software programs, printers and fax machines. You don't need to buy everything at once; instead, add as your business build

3.  Find out if you need any licenses to run your business. A call to the nearest Small Business Administration should answer your questions, or they will direct you to the agency you need to contact in your area.

4.  Check to see if it will help to have a business telephone line installed. This is not a mandatory requirement but may be useful to your secretarial service.

Advertise for customers. You can participate in networking or referral services, advertise in the yellow pages or the local newspaper, post in forums or even build a website

6.  Hire help as your business expands. You may be able to do it all at first, but if you hire people to help you, you will be able to include more services and be able to charge more. Alternatively, you can expand by hiring out your work to independent contractors.

Simple way To Create PDF file

This application allows you to export and save to the PDF format in eight 2007 Microsoft Office programs. It also allows you to send files as e-mail attachments in the PDF format in a subset of these programs. 

How to Use and save as PDF

First get the application for Microsoft download center or click here to download

CLICK HERE TO DOWNLOAD SAVE AS PDF

After download instal it on your PC then it will restart to compact with Microsoft Office programs.

Secondly to save PDF file open MS office program like MS office word, Type your work then go to Microsoft button> Save as> PDF or XPS.

 

On the dialog box type the file name then publish
